  • To uphold the integrity of the operational risk / return decisions in country, and in particular for ensuring that operational risks are properly assessed, that risk / return and control cost / benefit decisions are made transparently on the basis of this proper assessment, and are controlled in accordance with the Groups standards and its Risk Appetite.
  • To ensure Operational Risk policies and procedures and the Risk Management Framework are effectively embedded and communicated across the Bank in country.
  • To provide a focal point of control over the aggregate level of operational risk in country that arises from end-to-end processes, including the design of effective controls and the systematic monitoring of process control effectiveness
  • To ensure risks of processing failure are being actively controlled on an end-to-end basis in the Bank in counter
Business
  • Achieving assigned full year objectives as per annual P3 document
Processes
  1. Implement ORF in country
1.1. Run Implementation Oversight Forum in country and track milestones to completion1.2. Critically assess local deviations from Group Standard Processes and drive the standardization agenda in country1.3. Ensure all local differences are documented in Country Addenda, approved by the relevant PGC and fully implemented in the ORF1.4. Support in country training for ORF implementation1.5. Deliver in country training on Operational Risk PlatformsPeople and Talent
  • Operational risk management experience.
  • Relevant business/function experience.
  • A clear understanding of the Banks approach to the management of operational risk, or equivalent experience gained in other organizations.
  • Ability to work in a matrix organization, leveraging resources across the organization to complete deliverables.
  • The sound judgement and courage necessary to perform a control role and maintain effective working relationships.
Risk Management
  1. Embed use of ORE in country
2.1. Embed Top Risks in metrics and ensure those risks are managed in country2.2. Ensure the completeness of the Operational Risk Profile at country level, including consideration of all risks which have been accepted by Group risk committees2.3. Table the Risk Information Report and risk management action plans at CORC2.4. Recommend and oversee implementation of business restrictions, process and/or control improvements where necessary2.5. Plan and deliver scenario analysis and stress tests to CORC2.6. Be the focal point of operational risk review on strategy, process and control embedded in the country to ensure fit for growthGovernance
  1. Ensure compliance with OR policies
3.1. Ensure immediate escalation to Group of unsatisfactory operational risk events3.2. Drive comprehensive, high quality root cause analysis of unsatisfactory operational risk events and agree risk management action plans with Local Process Owners3.3. Ensure new activities, changes to processes and products conform with the Project Governance Policy and the Product Governance Policy3.4. Monthly oversight of gross and residual risk ratings and risks requiring escalation under the Risk Assessment and Acceptance Policy3.5. Embed Operational Risk policies, ensuring first and second line are aware of and understand their responsibilities under them
  1. Deliver second line assurance
4.1. Assurance over integrity of country level ORF metrics (KCIs, CSTs, KRIs) for all processes4.2. Monthly assurance of residual risk assessments using the Group Risk Assessment Matrix4.3. Ensure controls are operating effectively and defects are resolved or escalated according to the ORF Hierarchy of Monitoring4.4. Identify differences in standards set by Country Risk Control Owners and escalate to CCRO4.5. Monthly assurance performed on identified processes and controls mapped under top risks in the country4.6. Maintain end to end oversight of all risks which have escalated to Group for acceptance and conditions and other feedback given to the country about themRegulatory & Business Conduct
  • Display exemplary conduct and live by the Group s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Other ResponsibilitiesThe performance of the Operational Risk Manager will be measured by:
  • Favourable external, internal and regulatory audit results e.g. greater than 75% of audits with Management Control Awareness as Advanced or Established , timely and effective delivery of Group Operational Risk commitments and 100% commitment to Code of Conduct
  • Broad alignment of CORC with GORC. There must be a general level of acknowledgement that controls have been made more efficient and effective and operational risks reduced and attestation to a complete country risk profile and awareness of emerging risks.
