Job Description

  • Supports the implementation of governance and oversight processes across the Singapore Cluster.
  • Supports understanding and adherence of the TPRM and Singapore Cluster Outsourcing Governance requirements among stakeholders.
  • Contribute to the region s strategy, partnering with Businesses/Functions within Singapore, and overall achievement of functional objectives as a member of the SCM team in the region.
  • Ensures the Third Party Risk Management Programme (TPRM), where relevant to outsourcing activities, to effectively manage the outsourcing activities across the cluster in accordance with internal policy and regulatory requirements.
Business
  • Support, the coordinate and supervise the risk assessment activity by Outsourcing Owners in the business.
  • Oversight of Singapore cluster s outsourcing policies & procedures to ensure compliance with MAS outsourcing guidelines and oversee outsourcing risks.
  • Supports regular training/workshops to drive outsourcing awareness across the Singapore Cluster
  • Assist the TPRM Cluster Head in ensuring the respective Outsourcing/ Contract owners are monitoring, reviewing and mitigating risks associated with third parties in accordance with the TPRM framework.
  • Provides key data analysis and reporting as required
Processes
  • Supports the completeness of the Singapore Cluster Registers and Third Party Inventories.
  • Monitors compliance to TPRM framework and adherence to related policies.
  • Support the development and implementation of local addendums to TPRM Standards in alignment with regulatory requirements.
  • Supports TPRM Cluster Head in monitoring regulatory changes impacting outsourcing risk and ensure governance framework is aligned to regulatory requirements
People and Talent

  • Ensure the provision of ongoing training and development of people, and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.

  • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
Risk Management
  • Escalate any issues as necessary.
  • Contributes to the organisation of Outsourcing Working Groups in ensuring an effective process is in place for the governance and oversight on all in-country outsourcing arrangements.
  • Has oversight of all overall outsourcing risk and compliance by monitoring key risk indicators and failure trends, and exceptions identified in the due diligence process.
  • Consolidates Third Party Risk Management and Outsourcing related updates to the TPRM Committee and other Risk Committees/ Forums as appropriate.
  • Supports the TPRM Cluster Head in perform independent reviews of Outsourcing arrangements and work with domain experts from Compliance, Legal, Finance, Human Resources, Operational Risk, Country Technology, Information Cyber Security and Sourcing to ensure the conduct of outsourcing throughout its lifecycle is in accordance with the group and country outsourcing governance framework.
  • Conducts root cause analysis of issues identified including oversight/facilitations of third-party risk mitigation actions.
  • Support and contributes to Executive Risk Committee documentation
Governance
  • Supports the TPRM Cluster Head in oversight across the Singapore Cluster
  • Drive the analysis and assessment on MAS Outsourcing Guidelines and relevant Outsourcing Notices/Circulars and putting in place changes to ensure adherence and compliance
  • Supports the TPRM Cluster Head in governance of TPRM and Outsourcing for the cluster via country TPRM and Outsourcing Committees with the support of peer second line risk owners and local CFOs
  • Oversight of cases of non-compliance with TPRM processes by stakeholders
  • Provide support for and responses to GIA audits
Regulatory & Business Conduct

  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • In partnership with Local Compliance, engage with the MAS and other cluster regulators on topics related to Vendor Management, Outsourcing and TPRM regulation
  • In partnership with Local Compliance, monitor local regulatory developments and establish local addenda to SCM owned Policies and Standards as required

  • Work closely with Regional TPRM Governance teams to ensure consistency in approach and alignment of regional processes
  • Partner with stakeholders (including but not limited to Outsourcing Owners, Contract Managers, Information Security Officers, Supply Chain Management Category Managers, Business Continuity Managers, etc) to effectively coordinate and execute third party risk management controls.
