Job Title & Purpose Job Title EN-PR-20: Subcontracting Manager - Rolling Stock Purpose of the Job Subcontracting Manger is the POC for all on the ground subcontracting activities, where the person needs to coordinate with internal teams and external sub contractors and ensure adherence to budget, contractual terms , on time invoice clearance and weed out any operational challenges Position in the Organisation Organisation Reporting Hierarchically to Subcontracting Manager (or Site Workload Manager acting as Subcontracting Manager) Functionally to site leadership and core metiers Network & Links Engineering Metier Leaders Sourcing & Finance Teams Site Leadership Missions Performance Measurement/KPI s KPIs monitored through Subcontracting Strategy Road Map -- Engineering Work Package allocation to right partners as per strategy -- Internalization of work -- On time invoice clearance and compliance to PO process -- Adherence to budget and other contractual terms Responsibilities Main management missions: Accountable for: Is accountable for seamless works between sub contracting teams and metiers Responsible for: Implementation of Sub contracting Strategy, 0% Invoice overdue , 100% release of POs in time Representing Sub contracting among Engineering teams and manages interfaces with Metiers, Quality, Sourcing, Finance and Subcontractors Leading/Participating Units. Conduct Monthly operational reviews and governance calls Track KPI and call out outliers and involve right stake holders to take action Ensure NO PO/ RFQ NO Work Ensure Contract Compliance Ensure Invoice validation and TAT for payment is met Ensure release of External Actual Bookings to finance in time Manage day to day status quo Work with Metier mangers and drive the partner strategy Track all the action items and collaborated for deliverables Maintain a healthy working relationship with partner counterparts Provide Management dashboard and insights Drive MBR & QBR calendars and required adminstrative arrangements Drive internalization of work between sites and avoid subcontracting work to the extent possible Work with HCC sites to challenge the workflow via IND BCC site Share Weekly subcontracting performance dashboard to Metiers Present Monthly subcontracting performance to Site Leadership Job Specifications Knowledge & Experience : Excellent Communication and Coordination and Administrative Skills Excellent with MS office package like Excel & PPT Working knowledge of Ariba & SAP Knowledge of PR & PO process and understanding of business finance Team size : From 1 to 3 people functional management Innovation : SEC portal enhancement to simplify workflow and reduce manual interventions Alstom is the leading company in the mobility sector, solving the most interesting challenges for tomorrow s mobility.
