Job Description

The Role ResponsibilitiesJob RoleResponsible for the governance of multiple programmes within the FCSO portfolio, with the objective of ensuring all projects are delivered using a best-practice Project Delivery Approach and are delivered within the agreed scope, time, cost and quality.Acting as a governance partner to ensure correct business outcomes for the function and ensuring effective utilisation of cost and resource to support the functions strategic goals.Strategy

  • Ensure that there is adequate support (people, processes, tools, frameworks, systems) in the team for necessary FCSO PMO controls.
Business
  • Awareness and understanding of the wider FCSO business in which the Group and countries operate and to provide support for investments in FCSO from a governance perspective.
Governance
  • Responsible for executing governance responsibilities as defined within Enterprise Change Management standards, Change policies and standards.
Regulatory and Business Conduct
  • Display exemplary conduct and live by the Groups Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Other ResponsibilitiesProgramme Management
  • Identify, track and resolve breaches in Project Management Standards (PMS) and Operational Risk (OR) policies.
  • Help in conducting Pre- Refinement and / or Refinement Forum with end-to-end accountability of risk, finance, schedule and issue management.
  • Engage and worked alongside with Retail, Corporate and Investment Banking, Business Banking, Private Banking teams to implement FCSO initiatives.
  • Manage project budget and track actual project spends versus forecast.
  • Monitor project plans and key project deliverables, ensure documentations, and participate in the project steering committee, and Deliver systems roll-out with ITO partners.
  • Ensure adherence to change management methodology and capabilities.
  • Provide project management support.
  • Proactively spot and resolve process inefficiencies / opportunities.
  • Act as advisor / coach to programme managers in defining project / programme governance and delivery structures.
  • QA project business cases and ensure relevant artefacts are in place as per ePMO / enterprise change management standards.
  • Ensure benefits management framework is implemented and that clear business benefits definition is available for each project and is up to date in project management tools viz. Clarity or Planview.
  • Manages multiple programme budgets (>$30m) including coordinating budget submissions and monthly re-forecasting to ensure effective budget utilisation / return of funding.
  • Maintains programme Resource Capacity and Demand on an ongoing basis.
  • Supports Refinement forum meetings or equivalent forums, driving clear recommendations and actions for senior stakeholders decision making.
  • Manage programme to standards to enable more effective delivery assurance.
  • Ensuring all programme information is accurately captured and stored in the programme / project document repository.
  • Act as point of contact for project audits and health-checks.
  • Integrating GBS capability into day-to-day project management processes.
