Job Description

    * Role Responsibilities Background The Technology Platform and DevOps team acts as the central group to create the overall platform and DevOps strategy for FCSO Technology. This team leverages on newer engineering approaches in close partnership with Enterprise Technology to build platforms for modern applications development.The delivery of world class products requires a Head of FCSO Tech Platform and DevOps Engineering that can drive the implementation and execution across the dimensions of software engineering, agile product creation, and modern software development.Strategy
    • Enhances, defines and drives the engineering strategy for FCSO Technology in alignment with ITO and the Risk & Compliance investment appetite.
    • Awareness and understanding of the latest internal and market developments (new technologies, best practices, API economy), with a view to driving adoption where appropriate. Provide forward-looking leadership to ensure that the target architecture will meet the challenges of FCSO in the future.
    • Ensure delivery of highly-available, fault-tolerant, and scalable application architectures to meet the increasing demands of our Risk & Compliance stakeholders and Global Regulators.
    • Formulate best practices and apply agreed methodologies for modern software development including strategies for API s, Containers, Microservices, DevOps, and Cloud-Native applications, thereby leading to improved product quality, time to market, and future agility.
    • Lead the transformational Agile and User Journey initiatives for FCSO technology and business change teams through coaching, consulting, and developing transformation leads to solidify cultural change and the organization s strategic goals.
    Business
    • Communicate the Engineering and Agile strategy and roadmap to the Business and Technology stakeholders. This requires close coordination with the Heads of DevOps, Containers, Cloud, and Technology Strategy.
    • Support the Global Head of FCSO Technology in the identification and implementation of technologies that drive efficiency, reduce cost of service, and improve business satisfaction (transition to open source software, increased app density through PaaS / Internal Cloud, reuse of API s, frictionless user experience).
    • Identifies, mitigates and communicates key assumptions, issues and risks associated with the technology decisions to Business CIO stakeholders and Governance Committees.
    • Leads and drives the adoption of Agile across the function through coaching of setup of new product delivery (user journey discovery, agile team setup and tooling, CI / CD starter kits, Agile ceremony advisory).
    • Partners with Business and Technology stakeholders to define and execute on the API strategy for Risk and Compliance.
    Processes
    • Creates additional value not originally envisaged by key stakeholders through innovative and collaborative approach and application of technologies.
    • Organizational change and value created is sustainable and not limited to FCSO Technology.
    • Creates and publishes reference architectures and patterns that can be implemented across each of the FCSO Technology verticals and beyond.
    People and Talent
    • Leads and manages the DevOps, UX Design, and Platform Engineering teams that underpin the delivery verticals for FCSO Technology.
    • Attract, employ, engage and retain high-quality people such that FCSO Technology has the engineering skills and experience to deliver the next generation of FCSO applications.
    • Lead through example and build the appropriate culture and values. Sets appropriate tone and expectations for their team and work in collaboration with risk and control partners.
    • Ensure the provision of ongoing training and development, ensure that direct reports are suitably skilled and qualified for their roles and that they have effective supervision in place to mitigate any risks.
    • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
    Risk Management
    • Has line management responsibility for quality and risk control in area of responsibility, especially DevOps processes. Ensures internal process, standards and risk compliance (including security, regulatory and audit requirements) are met.
    • Act quickly and decisively when any risk and control weakness becomes apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant committees.
    • Support the Global Head of FCSO Technology to identify, assess and monitor the risk to the business of technology obsolescence. Work with Technology Heads to develop and maintain the lifecycle roadmap for all IT assets, ensuring obsolescence plans and support / maintenance milestones are in place for all IT assets and incorporated as part of the technology roadmap.
    • Ensure focus and effective support of internal and external audit activities.
    Governance
    • Participates in Innovation (API, Containers, DevOps) and Agile Councils, ensuring compliance with Enterprise Architecture Principles and adherence to the Architecture Roadmap and Agile SDF.
    • Embed the Group s values and code of conduct within Engineering team to ensure that adherence to the highest standards of ethics and compliance with relevant policies, processes and regulations among employees form part of the culture.
    • Ensure compliance with all salient SCB governance frameworks where there are direct touchpoints with them or any subsequent downstream influence.
    • Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines.
    Regulatory and Business Conduct
    • Display exemplary conduct and live by the Group s Values and Code of Conduct.
    • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
    • Lead the FCSO Product Engineering and Agile Team to achieve the outcomes set out in the Bank s Conduct Principles: The Right Environment.
    • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
    Key Stakeholders
    • Develop and maintain business and professional networks.
    • Facilitate collaboration, networking and alignment within and across teams. Build alliances and reach consensus across senior stakeholders. Deepen business/function s stakeholder relationships, including (but not limited to): ITO Teams (Chief Technology Strategist, SC Ventures, Enterprise and Functions Architecture, TS Platforms and Engineering, Production and Platform support teams, Global Banking, Financial Markets; Finance, Supply Chain Management, FCSO, Legal, Compliance and Audit teams.
    • Represent technology for Enterprise and ITO at the relevant FCSO committees / working groups / MT meetings, as required.
