This in turn helps us to provide better support to our broad client base.The Role ResponsibilitiesThe AVP Technology Delivery Assurance (TDA) as a member of the TDA leadership team is to

  • advance quality of System Delivery in SCB in line with defined quality targets by
    • being accountable for driving assurance and risk identification/tracking across select critical, high-value programmes, projects or portfolios across the bank to achieve quality objectives as defined by SDF and associated processes,
    • being accountable for driving a culture of continuous improvement of assurance methodologies within the department which, drives innovation and represents best practice from professional bodies and academic research
    • delivering assurance assessments and uplift through effective operational planning and execution to meet agreed goals.
    • planning, tracking and reporting progress of project/release assessments/audit results
    • improving process awareness within delivery teams and external teams
    • co-ordinating and conduct Post Implementation Reviews
  • advance the Technology Delivery Assurance roadmap and strategy to support the uplift of delivery quality based on SCB s System Delivery Framework (SDF) and adjacent Delivery Journeys by
    • managing the Technology Delivery Assurance Framework (Approach, Procedures) and its operationalization,
    • pro-actively working with Delivery Process and Journey owners to tune the balance of control vs efficiency of processes and procedures relating to assurance across the full delivery life cycle (from requirements management to analysis and design all the way to deployment),
    • seeking automation opportunities for assurance as well as underlying delivery processes to strive towards a zero touch, always compliant target
    • improving and leveraging end-to-end MIS of assurance and system delivery metrics to provide delivery teams with a view of their compliance posture and to support management in driving the broader quality and efficiency agenda.
    • undertaking high level research, horizon scanning and analysis to augment capabilities on Systems Delivery Framework / Technology Delivery Assurance to drive better engagements, efficiency and adherence to delivery controls
Business
  • Ensure quality metric targets are met for a given portfolio of projects and system releases
Processes
  • Lead and participate in delivery assurance efforts for an entire portfolio of technology projects as they relate to complex regulatory and policy requirements, and technology change management and delivery controls.
  • Collaborate and partner with the CIO and Technology Services management teams to achieve the necessary compliance and quality goals and implement robust governance, ensuring all stakeholders have visibility of compliance and remediation activities.
  • Provide compliance and controls advisory to CIO and Technology Services management teams; and program/project and delivery teams.
  • Advocate the desired behavioural changes across the CIO & Technology Services community to mature the understanding and management of systems/technology delivery controls.
  • Manage and foster collaboration across multiple assurance teams and act as a Subject Matter Expert (SME) for the Technology Delivery Assurance Framework.
  • Support request/response cases vis- -vis regulators for assurance on a pan-bank basis
  • Pro-actively seek out automation opportunities to drive scale of assurance and quality of delivery
  • Contribute to our journey of compliance as code and intelligent self-assessments to further weave quality into the way we work
Risk Management
  • Design, develop and maintain metrics for to and associated dashboards for control adherence and performance of System Delivery
  • Derive actionable insights on structured and unstructured conformance and quality data through qualitative and quantitative analysis in collaboration with the CIO & Technology Services Community
  • Define and implement initiatives to reduce systemic residual risk in system delivery for a portfolio of systems
Governance
  • Analyse existing and proposed legislation, regulatory announcements, and industry practices, and assist the technology organization in the development and implementation of procedures to meet the necessary regulatory requirements.
  • Manage control process validation to ensure compliance with laws, rules and regulations. Collaborate with senior management to create control measures including RCAs, KRIs, KCIs, Test Approaches, Audits and judgement-based attestations.

Our Ideal Candidate
  • Strong exposure to audit and assurance of systems delivery/agile/lifecycle management.
  • Demonstrated experience for audit and assurance of critical assets/high value targets and key programs, releases,
  • Core experience in audit and assurance of business critical applications, infrastructure(s), API endpoints, Cloud audits, SaaS based applications, IaaS and similar environments
  • Deep understanding of the purpose of core delivery controls and their inter-relationships
  • Exposure to DevOps/DevSecOps and CI/CD implementation pipelines
  • Demonstrated leadership experience to define audit/assurance plans, driving assurance engagements across portfolios and teams by developing a clear vision and championing the use of best practice project management standards and processes.
  • Accountable for the development of a robust governance structure for the delivery of audit/assurance engagements to ensure effective monitoring of controls and recommendations for external reviews are implemented
  • MBA, JD degree or professional certification preferred.
  • Bachelor s degree or equivalent work experience required.
  • Recent experience working in the financial services industry or comparable experience.
  • Professional certification (CISA, CISSP, CRISC, CGEIT) with track record of successful application of agile working/audit practices is an advantage
