Job Description

    • Appraise and contribute to the development of the Groups / Region s corporate plans and alignment with risk appetite, as set out in the Enterprise Risk Management Framework (ERMF), through active membership of the Country Management Team (CMT), other committees and forums.
    • Supervise the Country Credit Heads of the cluster countries to inform the development of corporate plans with the provision of cost and impairment forecasts and a balanced judgment on the external environment.
    Business
    • Align strategy of the Risk function with business strategy and risk appetite and supervise the Country Risk Managers in overseeing its execution for the sub-region.
    • Maintain and develop risk capabilities, skills and infrastructure to meet ongoing business needs and plans.
    Processes
    • Supervise all processes where a member of the Risk function is the identified first line process owner.
    • Ensure effective management of Operational risks within the Risk function and compliance with applicable internal policies, and external laws and regulations.
    People and Talent
    • Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
    • Employ, engage and retain high quality people, with succession planning for critical roles.
    • Set appropriate tone and expectations for the team and work in collaboration with risk and control partners.
    Risk Management Risk Appetite
    • Uphold the integrity of investment and credit risk / return decisions through oversight of the Risk function and Risk processes and through membership of key Risk committees and forums.
    • Participate in the Groups Senior Risk Coverage Programme as necessary, ensuring delivery against agreed targets, in order to achieve deep knowledge and coverage of the Groups major clients.
    Operational Risk
    • Implement Operational & Technology Risk Type Framework (O&TRTF) in Botswana
    • Act as senior management advocate to ensure understanding and commitment to O&TRTF at Country Management Group level
    • Escalate to Country Management Group members where necessary to ensure prompt resolution of local O&TRTF implementation issues.
    Embed use of O&TRTF in Botswana
    • Ensure Country Non-Financial Risck Committee (CNFRC) instills ownership of operational risks at Country Management Group level and drives prompt and effective execution of risk management action plans
    • Ensure first and second line in country is maintaining adequate capacity and capability to support ongoing control effectiveness
    • Anticipate changes in country operational risk profile and direct mitigating actions through first and second line
    • Ensure decisions made and key issues discussed at Group level risk committees are disseminated to all relevant country level stakeholders
    Ensure compliance with O&TRTF, OR policies and Standards
    • Effective supervision of Operational Risk function in country to ensure compliance with all relevant policies.
    • Ensure compliance with all local regulatory requirements in relation to operational risk.
    Deliver second line assurance
    • Direct higher levels of assurance in areas of greatest concern
    • Oversight of assurance activities to ensure OR is acting as an effective second line
    • Ensure differences in standards set by Country Risk Framework Owners and OR Subject Matter Experts, are resolved with the relevant Country Business and/or Function Heads
    Governance
    • Maintain the overall Enterprise Risk Management Framework for the Group and oversee its effective application for countries in the sub-region.
    • Ensure that the countries consistently and effectively follow the Groups standard risk committee structure. Wherever possible, attend country risk committees as an observer/ advisor.
    • Monitor the performance of Country Risk Managers in ensuring that the business heads, first line process owners and all Risk Framework Owners and OR Subject Matter Experts understand and accept their risk management responsibilities.
    Regulatory & Business Conduct
    • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
    • Lead the Southern Africa Cluster and Botswana Risk Function to achieve the outcomes set out in the Bank s Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment*
    • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

    Our Ideal Candidate
    • Experience /Academic Qualifications: 10 years experience of functional risk experience in the areas of Operational Risk (preferably), or Retail Risk / Corporate, Institutional & Commercial Clients Risk / Market Risk / GSAM. Degree in Business Administration, Finance or accounting or equivalent.
    • Licenses and Certifications/accreditations; i.e. internal & external - Knowledge in Finance, Business or accounting courses and certifications
    • Professional Memberships; i.e. required for roles for continuous development/ improvement/awareness of current practices etc: Member of regulated accounting Bodies and or Risk professional bodies.
    • Bank training; i.e. mandatory & developmental: Good knowledge and grasp of banking practice, financial markets, Basel II and products at a higher level and awareness of the country regulatory framework
    • Languages: English (Good communication skill; both written & oral skills)
