Process Safety Manager

Job Description

JOB PURPOSE (Briefly describe the objectives of the job):

1. The Process Safety Leader will have expertise in developing and implementing PSM programs including the leading of incident investigations and root cause analyses.
2. Establish, implement and enforce all elements comprising a PSM system throughout the company.
3. Implementing asset integrity & reliability systems, writing operating and (contributing to) the writing of maintenance procedures, and assessing equipment reliability systems (mechanical integrity systems) & Safety instrumentation Systems (SIS), Management of safety critical equipment ( MoSC)
4. Ensure Audit observations (internal/external) are closed and complied in line with the policy.

KEY RESPONSIBILITIES:

• Hazard Identification, Risk assessment, reading P&ID, Process flow and block diagrams,
• Defining Basis of Safety, safety envelopes, DCS operations and some familiarity with it s programming
• Develop Risk assessment template and program for assessing and mitigating risks across the entire organization.
• Lead Process Safety Management (PSM) program implementation improvements by creating the best means and/or channels for communications to serve this purpose.
• Train and strengthen plant PSM coordinators in their PSM related duties
• Provide training to employees and contractors (as required) to assure understanding and compliance with Process Safety Management Standards and local process safety requirements
• Ensure plant PHA leaders are trained in proper PHA techniques and ensure plant PHAs are led by appropriately qualified personnel. Review results of all PHAs for quality and thoroughness.
• Lead team of Process Safety Assessors across Syngene , develop capabilities and competencies among process risk assessors
• Assist plant in leading Process Hazards Analysis (PHA) and PRA for major risk projects by providing expert support in PHA/PRA methodologies.
• Provide support for risk scenarios requiring further assessment post PHA/PRA review as requested by plants.
• Support PSM Excellence implementation. Identify needs required to comply with PSM requirements.
• Develop a Surveillance system for PRA controls installed on existing process and future projects
• Track and follow-up of action items/completion to ensure timing solution of any findings from PSM audits, PHA studies and other PSM assessment activities.
• Participate in Pre-Startup Safety Reviews (PSSRs) prior to startup of new or modified processes or equipment or after extended shutdown of equipment. Periodically review site PSSRs for quality and completeness.
• Perform Layer of Protection Analysis (LOPA) for determining if the risk of an accident scenario is NOT in ALARP region
• Work in tandem with the Engineering and maintenance staff to develop, coordinate and evaluate maintenance programs for highly technical equipment.
• Evaluate the changes proposed from PSM perspective and advise accordingly for effective controls.
• Provide EHS support for the review and assessment of capital projects for PSM related requirements.
• Lead in Process Safety Event investigations/root cause analysis to provide guidance to all plants. In conjunction with site management teams, track progress of corrective actions where business wide issues are identified.
• Actively participate in the activities carried out regarding the safety in the concerned area.
• To organize campaigns, competitions, contest and other activities to develop and maintain the interest of the employees in establishing and maintaining safe conditions of work and procedure.
• To prepare Safety Capex budget/ revenue.
