Job Description

Major Job Functions

  • Clearly defines and documents project governance and program scope. Gets approval and signature from Program Owner on these documents.

  • Advises the program Owner of the most effective and expedient program management methodology to use based on the type of program tasks to be performed.

  • Interviews internal and external clients, determines program requirements and priorities.

  • Identifies programs must haves, should haves, and nice to have features/functions.

  • Develops lists of tasks, defines their interdependencies, assigns resources, and tracks task progress to completion.

  • Determines specific program deliverables, defines the process for the review and approval of deliverables, and specifies quality criteria for deliverables assessment.

  • Defines program scope subject to management approval, establishes the process for altering the scope, and responds to requests for changes to the scope.

  • Builds time estimates, develops program schedule, and addresses scheduling problems as they arise.

  • Estimates program costs, prepares budget recommendations, and monitors and reports program performance to budget constraints.

  • Develops, maintains, publishes and distributes comprehensive program plans.

  • Identifies, mitigates and recommends alternatives on handling risks and issues that threaten the successful completion of the program within deadline.

  • Monitors and reports program progress to objectives in timeframes, scope, quality, costs and risks.

  • Receives information on program status, changes and issues.

  • Identifies potential sources for solutions, and contacts appropriate parties to initiate action.

  • Identifies areas within the business unit where process improvements may benefit program performance.

  • Manage the performance of the Project Managers supporting the program

  • Scope

  • Responsible for leading all aspects of diverse, very complex programs, working with business leaders to align strategies.

  • Receives assignments in the form of objectives and establishes goals to meet these objectives.

  • Provides guidance to program resources to achieve goals in accordance with established policies.

  • Work is reviewed and measured based on meeting objectives and schedules.

  • May be responsible for administering budgets and schedules.

  • Supervision

  • Works under the direction of a CPMO Director or the CPMO Vice President

  • Responsible for the coordination of activities of a suite of programs with responsibility for results in term of costs and methods.

  • In some instances, this manager may be responsible for a functional or staff area but not have subordinate full time employees.

  • The PgM may have responsibility for operational first line supervision of Project Managers supporting the program

  • General Qualifications

  • May require a Master s degree or equivalent experience.

  • 14 > years of related project management experience preferred.

  • 2 5 years of program management functional experience preferred

  • PgM/ PMM (Sr.) should have accumulated a minimum of 12,000 hours of experience in the project management role.

  • PgM / PMM (Sr.) should have accumulated 1040 hours of Program Management experience

  • PgM/ PMM (Sr.) would be expected to possess multiple professional certifications.

  • Knowledge / Skills / Abilities

  • Expert knowledge of project management methodology and tools including software.

  • Expert knowledge of computer systems and processes and PC desktop applications.

  • Expert knowledge of business unit products and operations.

  • Expert knowledge of legislation and regulations impacting business unit industry.

  • Excellent oral and written communication skills.

  • Expert project management and organizational skills.

  • Expert problem solving and analytical skills.

  • Expert leadership skills

  • Excellent budget and resource management skills

  • Ability to travel domestic and international

  • Excellent business analysis skills (Determine operational objectives, define program requirements by identifying milestones, phases, validate resource requirements, identify process improvement opportunities)
