Job title: Monitoring & Evaluation (M&E) and Data Analytics Expert Educational Qualification: CA/MBA Experience: 6-10 years experience in health/ insurance sector Experience in monitoring & evaluation and business data analytics in health/ insurance sector project/ hospital operation for institutional planning and fraud detection system Location:Kolkata Job Responsibilities: A. PMU project shall be responsible for providing strategic and technical assistance as well as program management support for the Scheme as described below: 1. Citizen-centric assessment of current implementation of the Scheme 2. Preparing roadmap for strengthening Scheme implementation 3. Data analytics- Developing useful data analytics framework and analysis of data being generated through the Scheme implementation for the purpose of institutional planning and policy intervention. 4. Upgrading IT platform/ Portal- Assisting upgradation of the software system to the next generation. 5. Monitoring framework- Reviewing the current process/protocol and undertake customization or re-drafting additional processes, Standard Operating Procedures, Guidelines, Operating Manuals for the Scheme implementation. Also, the PMU shall provide support in designing and implementing a financial framework based on the assessment of overall budgetary requirements. 6. Developing Fraud Detection mechanism- Develop methodologies and tools to facilitate regular audit of the operations and provide support in designing and implementing fraud detection and control mechanisms. 7. Assisting in procurement management: Provide inputs and support for bid management for selection of different agencies like ISAs/TPAs through preparing RFP / Bid documents, preparing SLAs and defining KPIs, supporting in evaluation and selection and supporting SNA during the bid process management. 8. Preparing framework for long term sustainability Develop risk mitigation plan, including potential risks and possible resolutions and roadmap to make the scheme sustainable. 9.Supporting new initiatives Design and support deployment of newer areas under the Scheme implementation like electronic health records, standard treatment guidelines, etc ,
