Job Description

    OVERALL PURPOSE OF THE ROLE :
    • Take the challenge of leading PrEM group and provide effective guidance.
    • Build the vision of PrEM group and involve the team in its implementation, aiming at continuous improvement in productivity and performances.
    • Plan, grow and acknowledge team expertise.
    • Be responsible for supervising, managing and motivating team members on a daily basis.
    • Manage the technical contractual scope of the project he is handling as a PrEM by ensuring its delivery according to the quality, cost, performance and scheduled commitment originally agreed and, if applicable, updated as a result of negotiated variation orders.

    RESPONSIBILITIES as a PrEM Group Manager
    • Staffing and Team Building
    • Provide support to team for project execution
    • Promote Alstom values to his/her team
    • Continuously motivate, encourage, evaluate and recognize, train and develop resources, in cooperation with HR, as per approved performance evaluation process and targets
    • Recognize high performance and reward accomplishments
    • Secure the Alstom Communication process with the team
    • Be accountable of Process, Methods and Tools deployment in his/her scope, and contribute to their improvement
    • Foster the collection and sharing of REX from project/program execution
    RESPONSIBILITIES as a PREM
    • Manage the technical contractual scope of the project:
      • Be accountable for the customer acceptance of the project solution
      • Manage the project technical risks and the corresponding mitigation plan
      • Together with the Project Manager, in case of contractual scope evolution, rise variation order and manage it
      • Validate the technical design choices with the peers and Solution Director
      • Identify which are the applicable regulations in the customer country/city and ensure they are taken into account in project solution design
    • Manage the project solution, including the customization and specific configuration of the generic solution to meet Quality, Cost, Delivery and Performance (QCDP) commitments:
      • Ensure, with support of the required experts and involving all stakeholders, that all the technical requirements of the contract are fully addressed throughout the project lifecycle, from the capture stage up to the demonstration
      • Act as a chairman of Project Change Control Board (CCB)
      • Be responsible of the project design and application engineering activities
      • Supervise Verification & Validation activities
      • Be accountable for Engineering WP QCD
      • Provide BOM
      • Verify Project Safety Case (scope, strategy and exported constraints)
    • Functionally lead the project engineering team:
      • Allocate Task(s) across Project Engineering team and ensure engineering activities follow-up
      • Together with Domain / Metier Leaders and RC Project Engineering Metier / Domain Department Heads, define the project engineering team organization according to the project phase (and as defined in the EMP)
      • Deploy the applicable engineering process, methods & tools on the project
      • Manage and participate in the evaluation of the project engineering team
      • Share Environment, Health and Security (EHS) rules with project engineering team (receiving inputs from PM/Project EHS Manager/Coordinator or RC EHS Manager)
      • Support assessment of the teams involved in project engineering activities, including the ones belonging to a different Regional Center.
    • Manage the interface with the project core team:
      • Provide all technical documents to the project core team members for the industrialization, sourcing, installation, test and commissioning (product BOQ, architecture schematics, .)
      • Provide support to the Project Technical Manager on execution of technical activities onshore (delegation of responsibility could be defined and formalized in the Engineering Management Plan of the Project)
      • Solve technical issues detected by different core team members
      • During project warranty, coordinate actions to support resolution of pending technical issues following Project Warranty Manager (PrWM) requirements
      • Support PrQSM to consolidate the REX of the Project and the Reliability Growth
      • Support RC Project Engineering Domain/Metiers Department Head to define/perform knowledge capitalization
    • Performance measurements:
      • Staffing: Total Capacity versus Workload, analysis and action plan, in line with budget targets.
      • Project QCDP (quality, cost, delivery and performance)
      • Project Specification, including Design documents & Projects V&V documents approval status
      • Project requirement database maturity (it covers traceability & coverage of requirements by V&V )
      • Engineering management plan application
      • Assessment results based on internal audits and process inspections (applied in the project)
    Qualifications & Skills: Mandatory:
    • Bachelor s degree in Electrical engineering or Electronics Engineering
    • Engineering and processes background
    • Experience in project/program execution and management
    • Experience and understanding in execution effort estimation
    • Experience in team management
    • 15 + years of Signalling experience
    Desirable:
    • Master degree in engineering/management or scientific topics
    • Degree in Management or training in team leading will be an asset
    • Involvement in projects with teams in other Regional and Development Centers; established networking
