1. Liaison with IT Agencies
• Collaborate with IT agencies to plan and monitor the development of modules within the Integrated Social Protection Information System (ISPS).
2. Functional and Technical Architecture
• Study and develop the functional and technical architecture for system components within the ISPS framework.
3. Development of TORs and Procurement Documents
• Lead the development of Terms of Reference (TORs) and procurement documents for software, hardware, and other ICT-related services.
4. Technical Evaluation Participation
• Participate in the technical evaluation team to assess ICT bids, develop evaluation criteria, and prepare comprehensive reports with recommendations.
5. Vendor Supervision
• Supervise and monitor various ICT vendors to ensure high-quality deliverables align with project objectives.
6. Business Process Workflow Development
• Create in-depth business process workflows (e.g., Swim lane diagrams) for individual ISPS modules.
7. Platform Strategy and Scheduling
• Maintain and adjust the platform-level strategy and production schedules to ensure effective development and implementation.
8. Stakeholder Communication
• Communicate the ISPS platform vision to stakeholders and introduce new features or enhancements to existing functionalities.
9. Performance Tracking
• Track platform performance and oversee development throughout its lifecycle, ensuring continuous improvement.
10. UX/UI Review
• Brainstorm and review the UX/UI wireflows for individual modules (both apps and web interfaces) and recommend modifications for improved user experience.
11. Field Level Feedback Monitoring
• Constantly gather feedback from field-level platforms to identify improvement ideas and enhance ISPS efficiency.
12. Database Management and Interoperability
• Plan Database Management Systems and data exchange protocols (APIs, Web services, Enterprise Service Bus) to facilitate integration with other administrative systems.
13. Data Warehousing and Virtualization Planning
• Develop strategies for data warehousing and virtualization to ensure efficient data exchange.
14. Beneficiary Administration Planning
• Plan the administration and implementation processes for beneficiary management and benefits delivery.
15. ICT Infrastructure Planning
• Liaise with IT agencies to plan ICT infrastructure, including server capacity, networking equipment, security measures (key cards, biometric access, CCTV), and data protection.
16. Team Leadership
• Lead a team of program officers and data analysts, consistently reviewing the development of the ISPS.
17. Training Implementation
• Plan and implement training schedules to facilitate the smooth transition of the ISPS platform to stakeholders at both office and field levels.
18. Key Performance Indicators Development
• Develop data-driven and cost-driven Key Performance Indicators (KPIs) for monitoring the effectiveness of modules within the Social Protection Delivery System.
19. KPI Visualization and Reporting
• Visualize and monitor KPIs, preparing reports on results for leadership review.
Key Skills Required
