Job Description

The Research, Monitoring & Evaluation (RM&E) Managers primary responsibilities will include providing guidance and expertise to program teams on designing, implementing and managing our monitoring and evaluation system for all programs including literacy pilot program; and coordinate with Global Office (GO) on GI/GSD, and support program team in planning, reporting, improving programs quality, allocation of resources through provision of observation and reflection from past experiences.The position will report directly to the Program Director and will have regular interactions with program staff. This position will be based in New Delhi but will require frequent travel to all areas where Room to Read operates.The following positions in the RM&E Department will report to the Manager RM&E:RM&E OfficerRM&E Officer- Girls Education ProgramRM&E Officer- Literacy ProgramGSD Associate.Room to Read is a child safe organisation.Primary Duties and Responsibilities:In cooperation with the Global and Regional Offices M&E Director to design, implement and analyze annual monitoring activities and facilitate the evaluation process/activities (either initiated by Regional Office (RO) /Global Office (GO) or Country Office (CO) for all projects of Room to Read s programs (Literacy program and Girls Education and Gender Equity program).Lead and develop M&E Annual Plan of action for RtR India, implement the plan and ensure M&E section performance is meeting with CO, RO/GO expectations.In cooperation with Program Officers & Associate, State Managers and Program Directors to implement and maintain monitoring and evaluation efforts in each Room to Read programs in IndiaWork with short term external consultant to conduct Mid-term or final project evaluation and compile best practices and lesson learned for sharing, learning and decision making for programs quality improvementsEnsure that at all time staffs are aware of GI & other M&E tools/approaches and have the abilities to utilize the tools and generate reliable data/information.Take initiative or support to all sections in developing/designing tools or format to collect data/ information for baseline or monitoring purposes, analyzing the data and reportingSynthesize and analyze data and write summary reports by program based on the M&E results.Work closely with technical section to provide regular feedback on programs results, impacts and quality of its interventions. Ensure that CMT, Technical Team and program staffs have adequate information through receiving internal quarterly summary reports which reflect programs ability to achieve its targets, the quality of programs delivered, and recommend the areas that needs more attention and improvement.Work with program staff and RO/GO staff to codify best practices for Room to Read s programs so that they can be shared across existing countries of operation and rolled out in new ones. Work with program staff to design internal Implementation Calendar which linked with budget breakdown especially work decentralization to field offices.Innovate new M&E systems and projects in order to continuously improve our work in the fieldProvide information for donor reporting requirements as requested by Global OfficeConduct regular site visits to active project sites to ensure compliance with implementation plans, identify problems, and make needed improvements.Stay informed about research and trends in the area of monitoring and evaluation and recommend improvements to our systems, accordingly.Follow up on GSD & GI data collection and coordinate with program staff.Supervise the work of Data Management Associate to enter/update GSD&GI, Internal CO data in timely manner and high accuracy.Supervise the work of IT Officer to support IT and networks administration and maintenance within all offices of RtR India.Network with other M&E staff of RtR Organization in other countries to find areas of collaboration and knowledge sharing.Represent Room to Read in different forums and advocate the importance of our educational work in the developing world.Working as the membership of Country Management Team to provide strategic inputs and decision-making.Perform other duties as assigned by Supervisor.Job Requirements: Qualifications:Masters degree in education, Social Sciences, EconomicsMinimum Professional Experience:Ten years of professional experience in relevant field and sectorRequired Competencies:Proven previous experience in research, monitoring and evaluationStrong technical competence in research and monitoring and evaluation methodsStrong operational management ability: a clear focus on results sets goals, plans and prioritizes effectively, monitors quality and progress of work against plansStrong analytical skillsStrong quantitative and qualitative analysis skills, with proven ability to work with data software packages such as SPSS/SASExperience in data entry and analysisAbility to travel frequently to states throughout IndiaStrong verbal and written communication skills in English and HindiPrior experience living and/or working in rural areasGood knowledge and understanding of education issues, including community involvementExperience in successful implementation of a wide range of tasks.To be successful as a member of the Room to Read team, you will also:High energy level, comfortable performing multifaceted projects in conjunction with day-to-day activities,Have a passion for our mission and a strong desire to impact an up-and-coming non-profit organizationSuperior interpersonal abilities.
