PRIMARY ROLE: With primary responsibility for implementing systems to ensure ARO strategic and responsible growth, together with the Headquarters (HQ) COO in Washington, DC, the COO ARO will ensure that all operational systems are aligned with ICRW policies and practices, that projects are implemented with a view to meeting ethical and quality standards, budget targets and deliverable schedules, that interface with global business development, communications and ethical review runs efficiently. The incumbent will be responsible for oversight of Finance and Administration, Human Resources, and IT/ Administration, Business Development, and Institutional Review Board. Reporting directly to the Regional Director/ VP ARO, the COO ARO will serve as a member of the ICRW Executive Team and responsible for day- to- day operations of the ARO. As a secondary role, the incumbent will provide programmatic leadership and support to an ever growing regional office. S/ he will oversee a portfolio of research projects in the technical areas cited, and take on research roles as relevant and appropriate. EDUCATION AND EXPERIENCE: Masters or Ph.D. in a relevant domain, with at least 10 years of relevant professional experience at senior management levels in a non- profit, multilateral or corporate organization.Atleast 10 years of relevant professional experience at senior management levels in a non- profit, multilateral or corporate organization. The successful candidate will also have substantial research and programmatic experience working in any one of ICRW core areas: gender and reproductive health, women economic empowerment, violence against women and HIV/ AIDS.SKILLS AND ATTRIBUTES: Must possess the requisite leadership skills necessary to lead, motivate and manage senior staff who have highly specialized knowledge of their areas of responsibility. Demonstrated capabilities in the creation, implementation and ongoing management of systems to ensure that activities that involve multiple departments get done on time, within budget, at a high level of quality, and lead to successful, measurable outcomes.Demonstrated team- based, collaborative management style that supports open and frequent communication, extensive sharing of information, and participatory decision- making while building a culture of accountability.Highly knowledgeable about financial accounting within nonprofit organizations that generate revenue from multiple sources, including restricted grants from private foundations as well as contracts from government agencies, both of which have particular reporting and compliance requirements. Computer literacy required to include a proficiency in standard business applications (MS Office Suite) in a Windows XP or later environment. Knowledge of automated budget systems and/ or accounting software (e.g. Quickbooks) , preferred.Must possess strong organizational skills; thorough and detail oriented; able to work independently and with a team.PRINCIPAL RESPONSIBILITIES AND TASKS: OPERATIONS LEADERSHIP 70% BUDGET, FINANCIAL & CONTRACTS MANAGEMENT Supervise Director, Finance and Admin ARO.Interface regularly with the HQ COO and Finance and Administration (F&A) division in Washington, DC HQ office to ensure alignment of ARO finance policies, practices and procedures with those of headquarters.In collaboration with the HQ COO and Director Finance, oversee budgeting systems, including balancing project costs and staff time allocation. Works with the Director, Finance ARO to ensure accuracy of budget and actual data reported. Works with Finance Director in Washington, DC to oversee needed system modifications specific to the ARO.Manage ARO unrestricted budgets, monitor overall project spending against budget, review financial projections to ensure programs are completed within budget and generating targeted overhead recovery.Performs other financial analyses as requested by the Regional Director or by the Chief Operating Officer in DC.Oversee contracting negotiations, troubleshoot as required. As appropriate, meet with donors and/ or subcontractor representatives to clarify issues. Serve as the escalation point for Program staff on contract management issues as they arise.,
