Programme Manager for Energy Programme The Centre for Science and Environment (CSE) is one of India s leading public interest research institutes. It is known for its rigorous scientific policy research and advocacy on environmental issues. CSE is looking for a Programme Manager (PM) to work in its Energy programme. Job Profile The candidate will head a team that will conduct research and advocacy to ensure the new environmental regulations for the thermal power sector are implemented and pollution monitoring and compliance is strengthened. He/ she will direct policy briefs on coal- based power fleet rationalization, environmental costs etc. to clean the thermal power sector. The candidate will design and lead a national programme to survey power plants to assess their pollution, emissions monitoring and the progress in installing new pollution control equipment. The survey will comprise of plant visits, meetings with plant officials, regulators and industry experts, and secondary research. The candidate will be responsible for the team s survey and policy reports, which help power plants and regulators expedite implementation of the new norms. The candidate will lead the team s advocacy effort through dissemination of the team s research through active engagement with policy makers, think tanks and civil society. The candidate will represent CSE at meetings/ conferences and communicate with the print and electronic media. He/ she will need to follow regulatory and technical developments in India as well as in other countries, critique policy changes for internal discussions and give comments to the government. Skills: Vital that the candidate has a keen interest in environment protection. The candidate should be self- driven and able to perform in an independent work environment. Good understanding of the thermal power sector, especially of pollution control. Ability to manage and mentor a team of young professionals. Strong research and analytical skills ability to quickly absorb wide- ranging material, analyse information and produce well structured reports. Precise, lucid writing; confident, articulate speaker. Qualification: Bachelors or a Masters degree in engineering or environment sciences. Minimum of 10- 15 years of work experience with at least 5- 7 years in the power sector or pollution control. Policy research and writing experience are essential. CSE pays a competitive salary that will be commensurate .
