Job Description

Phase-2 Project of Nayara is a large undertaking to execute a project worth > 8 billion USD which includes a new world scale petrochemical facility to include an ethylene cracker and associated units, several polymer derivatives plants, and supporting Offsite and Utility infrastructure. Phase 2 will be broken into 3 to 4 Units each worth ~ $2 Billion and the Senior Project Manager will be responsible for managing the execution of one such unit reporting to the Project Director who has overall accountability for Phase 2.The Senior Project Manager will lead a team of Nayara Project Engineers, functional team members, and FEED, PMC, and EPC Contractors to ensure overall coordination and delivery of respective Units, on time, on specification, and within budget, including, but not limited to, basic engineering, support to final investment decision, detailed engineering, procurement, construction, pre-commissioning and handover of all facilities, preparation for commissioning and start-up of all production units, and final close-out of the Project.The Senior Project Manager shall interact with key Stakeholders in Nayara and beyond to ensure necessary support and inputs are available during the project. The Senior Project Manager will be managing a team of ~ 15-20 at Nayara and 3-5 contractors like PMC, EPC, Licensor, etc., with a team of ~200 engineers. For Phase 2, the scope will be divided into 3 to 4 equal size units each about $2 Billion each, so the JD will be the same and created separately after evaluation for hiring.Key Responsibilities

• Develop Project execution plan for respective Unit under the umbrella of the overall Project Plan, set up deliverables list, budgets, and timelines for each of the development stages of the Project and secure all required approvals for continuous project execution.
• Support reporting systems and communication in Nayara and external stakeholders.
• Be part of major decision making to support the Unit progress.
• Ensure Project deliverables, Project Integration and Execution Team compositions, contracted engineering, procurement, construction, and external services are aligned with the requirements of the various phases of development of the Project.
• Support the Project Director in Development of Project Organisation by defining the right structure for each stage of the project.
• Setting up development path for project team members.
• Identify and secure complementary resources for construction and external support services, participate in the selection of the most suitable contractors and service providers, and participate in the negotiation and execution of all support contracts.
• Interact with multiple functions within project management to ensure enough resources are available and allocated to the project.
• Coordinate and guide Project team members to ensure integration of PMC, FEED, EPC Contractors.
• Coordinate with Refinery O&M teams as required for execution of the project.
• Identify and act on statutory requirement obligations of the Owner like PESO, Factory License, BOCW, etc., for the Unit.
• Identify the gaps in execution of the Project and resolve the same with the involvement of Project Managers and other stakeholders.
• Ensure smooth and timely flow of information among stakeholders.
• Development of RACI matrix for the Unit.
• To ensure surveillance system by Nayara in addition to the systems in place by EPC contractor/PMC.
• To arrange for Technical/Quality audits at various stages of the project and ensure compliance of recommendations/observations of such audits.
• Support to identify and coordinate Infrastructure and enabling works requirements.
• Monitoring overall progress and use of resources.
• Coordinate with external and internal agencies for the same.

Educational Qualifications & Certifications:

• a. BE/B. Tech in Mechanical/Electrical/Instrumentation Engineering
• b. PMP certified preferred
• c. Knowledge of Contract Management, specific contractual requirements like NDAs, development of payment schedules, etc.

Relevant (Functional/Level) & Total Years of Experience:

• 20 years experience in various aspects of Project Management in the Hydrocarbon industry.
• Proven track record in Major Project Leadership role (multi-billion dollar Project).
• Senior experience in Large Project best practices.
• Hands-on experience of managing projects as PMC or Owner, preferably at Home Office as well as Construction site.
• Experience in managing FEED & Detailed Engineering contracts.
• Experience in managing multiple EPC contractors.
• Experience of at least one complete cycle of a large project in the Hydrocarbon industry.
